According to the legislation of the Russian Federation, every enterprise must maintain a safety log. An example of such a journal is given below. The safety log keeps records of employee briefings on the rules of behavior in the workplace, and keeping a log of briefings ensures control over these activities.

No. 181-FZ dated July 17, 1999 “On the fundamentals of labor protection in the Russian Federation” in Articles 14 and 15 clearly defined the employer’s responsibilities regarding the protection of the life and health of employees.

Depending on the situation, there are several types of safety training.

  1. Introductory. This type of training is carried out with each newly hired employee. The head of the enterprise, safety engineer or other authorized person conducts an explanatory conversation with the newcomer and introduces him to the instructions.   2. Repeated. This is the most commonly used instruction. It is held once every six months with all employees and is aimed at refreshing existing information and, if necessary, providing new information.   3. Target. This study of instructions has a narrowly focused effect. Targeted briefing is carried out before the employee performs certain tasks that involve a risk to life and health. This training is individual in nature.
  4. Unscheduled. Instructions that are not included in the existing action plan are carried out at the enterprise in the event of the introduction of new equipment into production or the launch of an additional technological process. Unscheduled study of instructions with the team also occurs in the event of a violation of safety regulations resulting in an accident, as well as at the request of higher authorities.

Let's look at how to properly format a safety magazine:

  1. The registration journal is an A4 format stationery book. This form of accounting book was developed in accordance with GOST 12.0.004-90 and is freely available.
  2. All sheets of the safety log are numbered, stitched and certified by the signature of the manager and the seal of the organization.
  3. The full name of the company, the name of the instructing unit (if any), the start and end dates of maintaining the accounting journal are entered on the title page of the document.
  4. For more convenient systematization, it is recommended to create recording logs separately for each type of instruction. This will make the work of instructors and regulatory authorities easier.

Carrying out activities to study safety precautions with working employees, and, accordingly, maintaining a log of briefings is assigned to the head of the enterprise or a safety engineer. In this case, these responsible persons must have a certificate of authority. For this purpose, they undergo special training every five years. Safety magazine - control and responsibility

Control of the safety log is strictly regulated:

  1. Every day by the head of the department.
  2. Once a month by the head of the safety department;
  3. Quarterly by the head of the enterprise.

During the inspection, the controlling person makes a note in the journal about the presence or absence of violations and certifies this information with a signature.

This accounting document must be kept by the responsible person. After the safety log is completely filled out, it is handed over to the organization’s archives and stored there indefinitely.

How to fill out a safety log

The process of filling out the log is preceded by a briefing procedure. The specialist provides the employee with instructions to study, after which he gives the necessary explanations and answers any questions that arise. As soon as the training is completed, the tabular part of the registration document is filled out.

Completing this part of the log is quite simple. It is necessary to enter the necessary information in accordance with the names of the columns. This reflects the date of the event, information about the employee being instructed (full name, date of birth, position, department), type of instruction, number of hours of training and information about the instructor. After all the manipulations have been completed, the entered information is certified by the signature of the employee who underwent the training and the signature of the person who conducted it.

The absence of a training log at an enterprise or failure to fill it out is regarded by regulatory authorities as admission to a dangerous facility by an untrained employee. The punishment for this violation is quite severe. Administrative punishment involves a fine in the amount of 110,000 - 130,000 rubles, for officials - from 15 to 25 thousand rubles. Repeated violation entails an increase in fine to 200,000 rubles or suspension of the organization’s activities for 3 months. Material deduction from an official in this case ranges from 35,000 to 40,000 rubles, or a ban on similar activities for a period of 1 to 3 years.

At every enterprise, regardless of its complexity and danger of the production process, workers must be instructed in safety precautions. After obtaining the necessary knowledge, the worker is required to sign in a specially designed briefing log, the form of which must comply with GOST. Control over the maintenance and status of the journal should be exercised daily by the immediate supervisor of the department. What types of briefings are there?

Familiarization with the rules of labor protection and safety in the organization, depending on the period and topics, are divided into the following types:

  • introductory, carried out once when registering a new worker for production. Or when transferring from one specialty to another. This type of training usually involves the delivery of information to the person being instructed regarding his profession or position. If an employee refuses to undergo such training, for any reason, the employer has every right to refuse him employment;
  • targeted, is carried out if a worker is issued orders to perform certain work that are not related to his main profession. This may include work to prevent or eliminate an emergency situation, eliminate significant violations identified during an inspection, as well as work performed outside the territory of the enterprise;
  • unscheduled, implemented during breaks in work for more than two months; if work is associated with hazardous factors, then more than a month. And also when familiarizing yourself with accidents and emergencies that occurred at the enterprise itself or other organizations. Such instructions are carried out to prevent such cases;
  • secondary, is carried out with the entire group of people who have undergone primary knowledge. This instruction is carried out for the purpose of refreshing knowledge through repeated training, which should be carried out at least once every six months. For professions associated with harmful and dangerous working conditions, secondary instruction is carried out once a quarter;
  • familiarization with safety precautions in the workplace.

Formation of a safety briefing log

The registration of this type of registration document must be carried out in accordance with regulatory legal acts on labor protection.   • date of acquaintance (day, month, year);
  • date and year of birth of the mentee;
  • last name, first name and patronymic of the employee;
  • position or profession of the worker. If the employee is posted, then indicate the name of the organization in which he is employed and the details of the certificate of training in the profession;
  • type and topic of instruction;
  • last name, first name and patronymic of the official who conducts the briefing;
  • signatures of the person who conducted the training and the employee who completed the training;

  • information about the person who issued the work permit or permission to perform specialized work;

Re-briefing should be carried out with all employees of the enterprise at least once every six months. It is carried out by a safety engineer or the head of a structural unit. Its main purpose is to test the existing knowledge of employees and, if necessary, fill gaps.

Unscheduled briefing must be carried out with all employees of the company upon the entry into force of new labor safety standards, the introduction of new equipment or changes in the production process, identification of facts of safety violations, in case of accidents and emergencies, at the request of inspection bodies, etc. It is carried out by an engineer TB or the head of a structural unit in the scope and subject matter depending on the reason that caused this training.

Targeted training is the acquisition of knowledge on a specific one-time function (for example, emergency response, etc.)

Who is assigned responsibility and who keeps the log

In accordance with the law, the safety manager and engineer must have valid certificates that they have been trained in specialized institutions. At the same time, it is necessary to remember that the manager must be trained once every 5 years, because only he is responsible for organizing safety and health at the enterprise.

The safety briefing log must be kept continuously at the enterprise in a standard form in compliance with the mandatory details provided for by GOST 12.0.004-90. This document can be supplemented by the company depending on the type of activity performed. As a rule, these magazines can be purchased from printing houses in ready-made form. It is advisable to create a separate register for each type of instruction. The safety log must be laced, numbered, sealed with the company seal and endorsed with the signature of the manager.

During training, the employee is provided with safety instructions, which he studies. The safety officer explains the main points and answers all the employee’s questions. After this, the engineer checks the knowledge gained and enters the relevant data into the safety briefing log.

The title page contains the name of the organization and its structural unit. The following is the name of this register. In the lines “Started” and “Ended” you must write down the corresponding dates.

targeted instruction, which is carried out in case of need to perform one-time work of a special purpose, requiring the execution of special permits, and when holding mass events in the company.

Safety instructions

All types of briefings for enterprise employees, as well as other specialists involved in performing labor functions in a given company, are carried out by studying the safety requirements set forth in the company’s local regulations, technical and operational documentation, as well as safety instructions when performing work.

At the same time, the general procedure for conducting such instruction must be implemented in accordance with the Model curriculum for training in labor protection and testing knowledge of labor protection requirements for employees of organizations, approved by the Ministry of Labor of the Russian Federation on May 17, 2004.

According to the provisions of Art. 212 of the Labor Code of the Russian Federation, the responsibility for developing appropriate instructions rests with the employer. As a rule, it is compiled by a labor protection specialist. During the formation process, he can consult with specialists from specialized departments, for example, the medical service. In addition, if the company has a trade union body, it must take into account the opinion of its representatives in accordance with the procedure established by Art. 372 Labor Code of the Russian Federation.

Safety training log

According to clause 2.1.3 of the Decree of the Ministry of Labor of the Russian Federation and the Ministry of Education of the Russian Federation of January 13, 2003 N 1/29, all types of briefings carried out must be recorded in a special logbook for registering safety briefings. At the same time, “Methodological recommendations for the development of labor protection instructions”, approved by the Ministry of Labor of the Russian Federation on May 13, 2004, establish that specific samples of safety instructions implemented in the organization and subject to inclusion in the specified journal are given in the local labor protection instructions and safety precautions approved by the regulatory document of the organization.

For small organizations, it is sufficient to have one safety training log, which records information about all training events conducted. However, for large companies it may be appropriate to have several separate logs, for example for different types of training or different departments.

In some cases, in addition to the registration log, the briefing must also be registered in the work permit, for example, when conducting targeted briefing.

The current legislation does not contain specific requirements for a sample safety training log, therefore each enterprise has the right to independently develop and approve the forms of such a document, taking into account its needs. In practice, some employers use for these purposes the form given in Appendix No. 4 to the State Standard of the USSR GOST 12.0.004-90 “System of Occupational Safety Standards. Organization of occupational safety training. General provisions”, approved by Decree of the USSR State Standard of November 5, 1990 N 2797. As a rule, the standard form of a safety briefing log is a table that contains the following main columns:

  • date of the training event;
  • type of instruction in accordance with the classification given in the Decree of the Ministry of Labor of the Russian Federation and the Ministry of Education of the Russian Federation of January 13, 2003 N 1/29 - introductory, primary, repeated, unscheduled or target;
  • last name, first name and patronymic of the employee who completed the training;
  • date of his birth;
  • job position of the instructed employee;
  • information about the instructing employee, including his last name and initials, as well as his job position;
  • additional information, for example, the reasons for organizing an unscheduled briefing;
  • signatures of the participants of the training event, that is, the instructed and instructing employees.

Filling procedure

Previously, GOST was specified, according to which it is recommended to keep all logs. But he is only a recommendation. There is no uniform standard for recording occupational safety measures. What is important here is not the form, but the content of the report. Nevertheless, several informal rules for record keeping can be identified.

There is a standard form for the safety log. This A4 size book, a sample of which can be found on the Internet. Such books are sold in stationery stores. It is better to immediately take them with a reserve, because you can make mistakes during the first attempts to fill out the journal.

The pages of the magazine must be stitched and numbered if it was printed on a printer. It should begin with a title page, which indicates the full name of the organization, as well as the date the document was maintained. Numbering is done in black ink on each page in the right corner.

The magazine is stitched with twine, and stickers are made on the first and last pages, on which the company's seal is affixed. Part of the seal should be on the magazine itself, part - on the sticker. Next to them write the number of pages of the document with a pen.

Only responsible persons may be allowed to fill out who have undergone special training.
